docs: add OpenRuntime RFC

Summary

• Add the OpenRuntime RFC and mark the previous Agent Runtime RFC as superseded.
• Update the stage summary to use OpenRuntime naming and the agreed API/CLI shapes.
• Keep the existing agent-runtime docs and demo material on this branch together for review.
