Add TikTok Followers app

What this adds

A configurable TikTok follower counter. Users enter a public TikTok username in the Tidbyt app; no TikTok login, API key, or companion service is required.

The app reads the exact follower count embedded in the public profile HTML, caches responses for one hour, and renders a NO DATA fallback if TikTok is unavailable or changes its page structure.
