fix(fe): unify contest tab padding

Description

Contest 상세 페이지의 Overview / Q&A / Announcement 탭이 각각 다른 너비/패딩 방식을 쓰고 있어 탭 전환 시 콘텐츠 정렬이 어긋나던 문제를 수정했습니다. 세 탭 모두 w-[1208px] 고정폭으로 통일하고, Announcement 테이블 컬럼도 % 대신 px 고정값으로 맞춰 다른 탭과 동일하게 동작하도록 했습니다.

개인적으로 중앙 정렬보다는 왼쪽 패딩을 일정하게 주고 문제가 많아질수록 오른쪽으로 확장되도록 하는 편이 나을 것 같아요..!
