Data Package Updates for Error handling 20260618

Suite of updates to improve options for dealing with failed books and to make sure books fail.

• Do all the counter timing math in G3tSMURF.add_file this will get data-packing throwing errors earlier when these are desyncing.
• Several utility functions for registering books in different configurations
• Explicitly close bookbinder's log so the NFS will stop holding onto it
• Stop the most common cleanup error from happening.
• Fix the counter logic in book binder as well
• Improve the fix to BadTimeSamples since I've realized these are actually mostly database errors (we should eventually figure out why these database errors are there)
• add a fix when when the counters are bad
