fix: disable local npm publish and GitHub release in release-it - #15

Publishing is now handled by the publish.yml GitHub Actions workflow. The local release command only needs to bump, commit, tag and push. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
