Adds support for the
OTEL_LOGRECORD_ATTRIBUTE_COUNT_LIMITandOTEL_LOGRECORD_ATTRIBUTE_VALUE_LENGTH_LIMITenvironment variables. (see Spec Compliance Matrix)Type of change
