Accept credentials from the environment, in both secret-name variants.

project-id/api-key now resolve from the with: input first, then the environment — accepting both LOCIZE_PROJECTID/LOCIZE_PROJECT_ID and LOCIZE_API_KEY/LOCIZE_APIKEY. Inputs relaxed to required: false; explicit with: still takes precedence. Backward compatible with v1.
