Now that I did an upgrade of the wheels workflow once more, decided to better document this (to make sure this knowledge is not only available in my head and others can also more easily do this (and also for my future self ;)), and this could potentially also be used to point an agent to to help automate it).
Included both a bit general explanation of how the vcpkg setup works (baseline, overlays, etc), and then included a guide for updating the workflow (newer baseline / GDAL version, updating the manylinux images)
