PR adds dependency that are published along the dataflow job so the otel can be automatically configured.

This adds:

  • auth extension
  • exporter
  • auto configuration based on system properties

Code Review

This pull request adds several OpenTelemetry dependencies to the Google Cloud Dataflow runner's Gradle build file. The reviewer suggests declaring these dependencies as runtimeOnly instead of implementation since they are only needed at runtime. This change would prevent compile classpath pollution and eliminate the need for permitUnusedDeclared annotations.
