What

Adds a new component that wraps the existing govspeak component from the gem but accepts govspeak markdown instead of rendered HTML, then translates that into rendered HTML.

The component is deliberately lightweight and minimal, particularly in terms of tests and documentation as I didn't want to needlessly repeat prior work in the govspeak gem and govspeak component.

Why

Based on previous work in alphagov/govuk_publishing_components#5613

- add basic component, documentation and tests
- we do not demonstrate all possible govspeak options as this is handled by the main component already
- update all components spec to ignore new component, as no stylesheet
