The DEFRA map supports a number of plugins, including the map styles plugin. This plugin (if I've got the right one) adds a control to the map that allows users to do things like change the colours used on the map (to suit known visual impairments) and change the font size of text within the map. This would be a good way to improve the accessibility of the map.
