Add scripts for tempest extreme wrapper and build deps

Adds a scripts/tropical_cyclones dir for scripts related to cyclones and track detection.

• Python script that expects zarr input dataset (since that's our preferred output format) wraps TempestExtreme. Default track detection parameters are the same as in previous ACE papers (see https://github.com/ai2cm/ace2-hiro-manuscript/blob/main/notebooks/2026-01-05-ACE2S-tropical-cyclones.ipynb). An intermediate step converts the data to netcdf as that is the expected input format for TE.
• Makefile with build command for TempestExtreme deps
