docs(changelog): reduce 0.9.2 to what it actually changed

The 0.9.2 section duplicated 0.9.1's entries verbatim, which in turn duplicated 0.9.0's: Dock Mode, plvs-cli capture, and the interface size profiles were each announced as new three releases running. Only one line was genuinely 0.9.2's, the macOS window-vibrancy packaging fix, and the GitHub release body is extracted from this section, so tagging as-is would have announced three-release-old features as new.

Added the Dock multi-monitor AppBar fix, which landed after the version bump and would otherwise have shipped unmentioned. Left the published 0.9.0 and 0.9.1 sections alone: those releases exist on origin, and rewriting them would only put the history out of step with what users already received.
