The Rolling/main CI row now maps to Ubuntu Resolute, but the ROS main repository does not publish ros-rolling-ros-environment for Resolute. The job fails during environment setup before repository code is checked out or tested.

Fix

• replace Rolling/main with Lyrical/main, the released Resolute distribution
• retain Rolling/testing coverage, where the Rolling Resolute packages are available
• preserve Humble main and testing coverage

This unblocks #21 without mixing CI maintenance into its SPDX-only change.

Validation

• parsed the workflow as YAML
• asserted the resulting matrix is Humble/main, Humble/testing, Lyrical/main, and Rolling/testing
