Spike: Revisit party service web server

What and why?

This was a revisit to see if performance within party could be improved. This PR is merely a spiked concept card and should be used for guidance only.

How to test?

If you want to test:

1. Build out performance and ensure the latest party service has been deployed
2. Create a CE for any EQ questionnaire and upload a 1000 record sample (you don't need to fully created a CE, merely uploading a sample is enough)
3. Once sample has been uploaded, remove it and upload a sample with 5000 records
4. This should cause rOps to lose connection and you will need to port forward again
5. Go back to the CE and the sample will not have been uploaded
6. Once confirmed this is correct, deploy this PR to performance
7. Repeat steps 2 and 3
8. You should see that the sample upload works with the 5000 sample load
9. Have a mess around with the "--threads" number
