Prepare the 8.10.0 release: update NODE_VERSION in the Dockerfile to 21.7.3, bump the package version in pyproject.toml to 8.10.0, and add a corresponding CHANGELOG.rst entry.
Bump Node version to 24.14.0 (CHANGELOG and Dockerfile). Regenerated package-lock.json to reflect dependency updates and minor version bumps across many @react-aria, @react-stately, @react-types and related packages (also small fixes like @babel/generator and adding qs for @cypress/request). This aligns container runtime with the updated Node version and ensures lockfile consistency.
Update @hms-dbmi-bgm/shared-portal-components dependency from #0.1.95 to #0.1.96 in package.json and regenerate package-lock.json to pin the new git commit. This brings the latest fixes/updates from the shared-portal-components repo into the project.
