Adopt Zowe CLI secure storage certificate mechanism

zowe/zowe-explorer-vscode#3971 details Zowe Explorer adopting a mechanism for storing certificate in OS secure storage rather than plain on disk.

We should investigate what changes need making for the CICS extension to support this as well, and implement them!
