New jazzy release

Is there a plan to release a newer update of Jazzy after version 2.6.2?

At the moment there is 1 commit on the jazzy branch that is not released: the lazy subscribe feature.

But that does break ABI so I'm hesistant to release it.

Furthermore the tag 2.6.3 is already released on the ros2 branch (my mistake) so I don't know which version to tag this jazzy release. Maybe 2.6.4 but that is also a bit confusing.

I think bump ros2 to 2.7.0 and keep the 2.6.x for Jazzy. I see rolling's release is 2.7.3 already so that's in line https://github.com/ros/rosdistro/blob/master/rolling/distribution.yaml#L5038. Current jazzy is 2.6.2, so that would work out fine.

I was just curious because there was a 2.6.3 tag even though it was still at 2.6.2, so now it’s all clear.
