If API cache is out of date and you need to download a new boundary you get stuck as there is no way to force this to happen. Same issue with when API is out of date but not being flagged with updates, i.e. no information to easily tell us it is out of data. Either need a force argument to go with download_boundaries but also a set of function for clearing caches would be great.
E.g.
