Dependencies for Smcdeleg and Ssccfg are missing

Per spec:

Smcdeleg and Ssccfg must always be implemented in tandem.

The Smcdeleg and Ssccfg extensions both depend on the Sscsrind extension.

I investigated this and confirmed that Smcdeleg and Ssccfg currently don't declare any extension requirements, while CfgArch validation relies on that metadata.

One thing I noticed while looking through the repository is that there are currently no mutual extension dependency cycles. The closest existing pattern I found is the one-way relationship between Smctr and Ssctr, so I'm preparing a PR following that style rather than introducing the first circular dependency.

Please let me know if you had a different modeling approach in mind.

I investigated this and am preparing a PR to add the missing extension requirements metadata.

The current approach is to:

• add the missing Sscsrind dependency for both Smcdeleg and Ssccfg,
• model the tandem relationship using the existing one-way dependency pattern already used elsewhere in the repository (rather than introducing the first mutual dependency cycle),
• update the affected example configuration so it continues to satisfy validation.

Happy to adjust the approach if you had a different modeling pattern in mind.
