fix(tests): sink Force Fields carry PDLEVELS/EDLEVELS; ledger re-derived after the loader fix

The sink wrote Resistant Protection the 5E way (LEVELS only), so HD costed it 0
and every cost-derived rule answered a different question. included_ledger.py
gains --accept-new (add cells an upstream fix newly exposes, keep curated
reasons). 36 remain, each re-derived from a fresh survey: getRangeValue() port
14, field-vs-computed 6, sink cost shape 5, target/defense precedence 4,
follow-ups 3, 5E-fallback 2, loader 1, verdict-only 1.
