Python 3.13 not working with development installation

Describe the bug
I had Python 3.13 installed and the development installation could not build numpy 1.26.4

To Reproduce
Follow the instructions for the development installation of opensourceleg libary if your Python version is 3.13. Errors on the uv sync step.

Expected behavior
Failed to build numpy==1.26.4

Same error with Python 3.14. Works with Python 3.12
