(Hi, after checking every issue, every setting, I couldn't find this, so can someone tell me if it's already an existing suggestion or feature?)
Suggestion
having a setting which, when active, force the selection cursor to the closest keyframe?
This would be the equivalent of clicking the timeline, then clicking one of the keys

The optimal way would be to select the previous keyframe if you haven't started creating a segment, and the next keyframe when a start of segment has already been created.
Why
it's 2 less clicks by segment creation
you have better vision of what frame is the actual keyframe that will be used BEFORE creating the segment
it's more intuitive
