Yes, we use Merriam-Webster style (https://www.merriam-webster.com/grammar/em-dash-en-dash-how-to-use).
Microsoft Style Guide uses Merriam-Webster, and we follow MSG and Merriam-Webster.
Personally, I would use parentheses in this particular sentence, not an em dash.

Our developer docs already state that we use Merriam-Webster style. Added an additional entry here to make it more explicit: home-assistant/developers.home-assistant#3133
