GUI does not finish closing project in offline mode

Found while testing the 2025.2.1-rc5 release.

How to reproduce

See the video:

• open the project
• go offline
• close the project
• the gui shows the STOP button as if the project is still running (manually pressing the STOP button does not help)

Expected

The gui shows the PLAY button, and the user is able to relaunch the project.
