Implement random verification of self-reported codex node metrics

The metrics-server should randomly request data nodes report having, for two purposes:

• Detect cheating nodes
• Ensure nodes are configured in a way that they can be accessed publicly (i.e., are useful)

These two things are important in the leaderboard scoring
