Custom retry conditions

Allow users to pass a function, to a step, that will be called to decide whether the error is retryable.

I am sharing the approach for this, please correct me if I am wrong.

• Introduce a retryPredicate to stepOptions.
• Add WithRetryPredicate option that can be added to RunAsStep. WithRetryPredicate sets a function to decide whether a step error is retryable. If the predicate returns false for an error, the step stops retrying immediately and returns that error even if maxRetries has not been reached. If not set, all errors are retried up to maxRetries.
• Check predicate in executeStepWithRetry before each retry
