TDISP: LOCK_INTERFACE_REQUEST must check for IDE stream/sub-stream key readiness

Spec Excerpt
PCI-SIG TDISP Specification v2022-07-27, Section 11.3.8 & Table 12:

"The device must fail the request if ... keys have not been configured for all sub-streams of the default stream, or keys for the default stream were not configured using the SPDM session on which LOCK_INTERFACE_REQUEST was received, or the default Stream is associated with a TC other than TC0."

Requirement
The library can provide an interface allowing the TDISP responder to query IDE stream readiness (sub-stream key programming, SPDM session binding, etc) before approving LOCK_INTERFACE_REQUEST commands.
