Sync of messages should conceptually never happen before crawl isn't finished

• Now this is probably not an issue but a sync should never happen before the crawl isn't finished
• this is because an unfinished crawl would mean that some messages get declined immediately as the addresses might not be available yet to validate all the signatures of the messages
