Add Blinka support for Radxa Rock 4D Board - currently running Debian 12 (bookworm)

Hi,

Have had no problems using the Adafruit Blinka support on Raspberry Pis & other SBCs.
However, I just bought a Radxa Rock 4D Board & it seems that the Board can't be identified:
(Exception message which I have attached).

When I run the Detector program, the following is the output:

So I am assuming that this board is not supported yet?

Yeah, it looks like the closest one we have is the Radxa Rock 4C+. See https://circuitpython.org/blinka?q=radxa for supported radxa boards.
