Add .github/FUNDING.yml with funding links

Add a FUNDING.yml file to configure GitHub sponsorship links and other funding platforms. Populates open_collective (voxdroid), ko_fi (izeno), liberapay (izeno), and buy_me_a_coffee (izeno); other providers are left as placeholders for future configuration. Enables GitHub's sponsor/funding UI for the repository.
