feat(cli_debrid): automatically configure cli_debird via config.json

If not already set in the cli_debrid config.json file, preset the following during setup

• Plex: url, token, and libraries
• File Management: file_collection_management, original_files_path, symlinked_files_path, plex_url_for_symlink, plex_token_for_symlink
• Debrid Provider: provider, api_key
• TMDB: api_key (need to request during onboarding)
• Scrapers: Zilean_DUMB (if enabled), Zilean_ElfHosted, MediaFusion_ElfHosted, Torrentio
• Metadata Battery: URL (if updated during onboarding)
• Trakt: client_id, client_secret (need to request during onboarding)
