Refactoring build process: CLI should be part of repo, release node-sdk and CLI at release

The following refactorings should be done:

* node-sdk should be published at release (with the new version)
* Docs of node-sdk must be published to gh-pages
* wicked.cli should be part of the main repo
* wicked.cli should be published at release (with the new version)
