JSR Score Issue

The @govcraft/emergent package has no runtimes marked as compatible in the JSR package settings.

Current JSR score impact: 0/1 on "At least one runtime is marked as compatible" and 0/1 on "At least two runtimes are marked as compatible"

Fix

Mark compatible runtimes in the JSR package settings at https://jsr.io/@govcraft/emergent/settings:

• Deno — primary target, fully compatible
• Node.js — if the SDK works on Node (uses @msgpack/msgpack from npm, but relies on Unix sockets which are Node-compatible)

This is a settings-only change, not a code change.
